Manual Coffee Grinder With Rose Decoration

Description

This is a very nice piece and I am assuming it is a coffee grinder.  I have not tried to use it.
The handle does turn as does the rod going down through it.
The base seems to be ceramic.  There is some discoloration and rusting of the metal.
